email is not put into the queue

Our customer has internal and external email licences.
The customer tries to send an email via internal gateway and the email does not appear in the email queue, even though, the settings look correct.
version 8.2 2016-11-14 (build 82211751)
Is it obligatory to use an external gw?
AFAIK, email should appear in the email queue in any case or not?
