Thanks. Note the enabler was working fine until I tried to delete all users and mailboxes and started over.
Steps taken:
1) Deleted old user and recreated new user, one at a time
2) Deleted all mail boxes but the ones I could reuse them.
3) Tried to associate the mailboxes but got stopped after attaching 5 to the new users.
4) Tried deleting all other mailboxes and using create mail box option.
5) Same error - to many mailboxes.
6) Tried getting enabler again thinking it was an issue.
7) Came back with proper contract but still got the same error.
8) Tried setting Extra Mailboxes from 1 (correct for contract) to 13.
The system then allowed me to set up the 12 mailboxes I needed with going into Restricted mode.
I left it as is till a resolution/solution is determined.
